There are dingy ones, and I...Ha, that's funny! There are dingy ones, and I've seen a few of those as well. But those are generally recognized as dingy ones and not just your run-of-the-mill monthly dunking spot.<br />Since posting this, someone has alerted me to a luxury "spa" like one in Haifa; I'm sure there are others in Israel as well.
